GURGAON EXCISE SHUTS SINGLE WINDOW FOR EXPORTERS

NEW DELHI. At a time when Commerce Minister and Finance Minister are committing Single Window Clearance to Exporters; Gurgaon Central Excise has decided to close down Single Window Facility hitherto provided to STPI and EOU Units.
As per a new Administrative Order which is slated to come into force with immediate effect; the Exporters will now be required to report to whims and fancies of 50 odd Officers scattered all over as the STPI/EOU Division which was handling procedural formalities and issue of LOPs(Letter of Procurement) to STPI and EOU Units has been ordered to be disbanded. STPI/EOU Units will be transferred to Jurisdiction of respective Excise Ranges who will be required to attend to the Exporters in their spare time in addition to their own Range duties. Administrative convenience of Authorities is going to result in great inconvenience to Units who will also be required to get their Registration and all other records amended from Officials after satisfying them.
Mr AK Jain Regional Governing Council Member of Export Promotion Council told allindiantaxes.com that this sudden volte face of Excise Authorities will hit the Export clearance as the Exporters will have to run from pillar to post for getting the formalities done from over 2 dozen counters which were till now being done at one counter. Exporters have already moved a representation to Ministry of Commerce for restoration of Single Window clearance.
Director of a Big STPI Unit observed that the new instructions issued by Excise Authorities are going to be very stressful for STPI and EOU Units. 100% EOU/STPI Division was created in 1998 to facilitate the exporters as special focus was required in handling these units.
Single Window Facility was result of several representations and long time efforts of the exporters and the direction of CBEC ; but for disbanding this facility neither the Exporters Association nor the FinMin was consulted.
